构建食品药品安全事件应急演练路径研究

摘 要 目的：构建食品药品安全事件应急演练路径，提高食品药品安全突发事件防范和应对能力。方法: 论述食品药品安全事件的特点、食品药品安全事件应急演练形式与桌面演练的必要性、食品药品安全事件应急演练的目的与设计以及食品药品安全事件应急演练的组织与实施，剖析演练过程，并进行演练回顾和思考。结果: 本研究可对食品药品安全突发事件应急演练提供一定的参考和借鉴。结论:食品药品安全事件应急演练的开展，不仅需要较高的演练项目设计与实施能力，也需要各级食品药品监管部门驾驭纷繁复杂的突发事件以及专业高效的应对能力，应根据需要开展形式多样的演练。

Path Construction of Emergency Drills for Food and Drug Security Events

ABSTRACT Objective: To construct the emergency drill path for food and drug security events to improve the precaution and response ability for food and drug security emergency events. Methods:The features of food and drug safety incidents, the necessity of the forms of emergency drills for food and drug security events and tabletop drills, the objective, design, organization and implementation of emergency drills were discussed, and the drill process was analyzed, reviewed and reflected. Results:The study provided certain reference for the emergency drills for food and drug security events in the future.Conclusion:In order to develop emergency drills for food and drug security events, the ability of drill design and implementation with high quality is necessary, meanwhile, the ability of managing complicated emergency situation combined with professional and efficient response capacity of food and drug supervision departments at all levels is also needed. According to the requirements, various forms of emergency drills should be carried out.
