| 摘 要： | 城市医疗救助制度是现代社会医疗保障体系中的一个重要组成部分，内蒙古自治区自2005年实施此项制度以来，对缓解城市居民“因病致贫、因病返贫”起到了积极的促进作用。但同时，这一制度在运行中也存在着一些棘手的问题，需要通过社会调研提出相应的对策与措施。

| Abstract: | Urban medical aid system is an important component of modern health security systems. Urban medical aid system played a vital role in decreasing poverty because of diseases in Inner - Mongolia since 2005. But it also had some intractable problems which this article had provided related countermeasures. |
