| 摘 要： | 乡镇卫生院产权制度改革围绕拍卖转让、回购与否,引发了从产权制度到政策层面,从学术界到政府、社会的大讨论。焦点在于公共卫生服务能力是否弱化,＂看病贵＂是否解决,市场主导还是政府主导。在当下财政投入仍然有限的条件下,对卫生院改制后的取舍有必要从制度成本与组织效率的理性视角去思考。

| Abstract: | Township hospital ownership reform has focused on selling and buying-back.It has caused great debates from the perspective of ownership system to policy and from scholar to government and society.Their focuses included whether public health service capability weakened,medical cost reduced,and market or government dominated.We concluded that township hospital ownership reform should base on institutional cost and organization efficiency with current limited financial input. |
