| 摘 要： | 采用回顾性研究方法,对北京市宣武区改革开放30年来社区卫生服务的发展历程进行了回顾与梳理。总结了从地段医师负责制、全科医疗服务,到初步建立新型城市社区卫生服务体系的成功经验、主要措施;重点分析收支两条线、社区药品零差率配送和销售、专家对口支援、双向转诊等公共卫生和基本医疗服务方面取得的明显成效;同时,也探讨社区卫生服务目前存在的问题,如观念和认识问题,社区人才人员队伍建设等。
