江苏省医疗机构核和辐射应急医学资源现状调查

摘    要:目的了解和掌握江苏省现有核和辐射应急医学资源及应急医学救援准备情况,以便在突发核事件或辐射事件时能够为江苏省核和辐射应急医学救援决策指挥提供依据。方法制定调查方案,在统一的质量控制条件下,采取普查与抽样调查相结合,调查员使用纸质调查表,对调查对象进行实地调查、核实,填写表格。结果确定159家医疗机构为调查点。51.6%的调查点有公共卫生应急预案(核应急)预案(程序),73.0%的调查点设有核(放射)应急机构或公共卫生应急部门,60.4%的调查点应急管理部门归口在医务科(医教科),3家医院有放射损伤的诊治医生,2家医院接诊过放射损伤的病人,75家单位有核应急相关药品,但药品库存较单一,相关设备71.5%为进口,使用的放射性同位素61.7%在核医学科,射线装置68.2%为进口。结论加强核和辐射应急体系建设及技术储备,完善公共卫生应急预案(核和辐射应急预案)或程序,增加应急经费投入和应急药品储备,强化放射诊疗设备的职业病危害评价和质量控制检测工作。

Abstract:[ Objective] To understand and master the current status of nuclear and radiological emergency medical resources and support preparedness in medical Institutions in Jiangsu Province, so as to provide evidence for decision-making when the nuclear accidents or radiological events occurred. [ Methods] Combined census and sample survey were adopted under uniform quality control, subjects were conducted field investigation by using paper-based questionnaire. [ Results] 159 medical institutions were selected as the survey spots. 51.6% of spots have public health emergency plan (nuclear emergency procedure) ; 73.0% had departments against nuclear (radiologieal) or public health emergency; 60.4% of public health emergency management belonged to medical affairs department; 3 hospitals had doctors majored in radiation injury; 2 had rescued patients induced by radiation injury; 75 had stored nuclear emergency drugs, however, the drug reserves was simple; 71.5 % of related equipments were imported ; 61.7 % of radiological isotopes were applied in nuclear medicine department; 68.2% of radiological equipments were imported. [ Conclusion] It's necessary to strength the construction of nuclear and radiological emergency system and technical preparedness, improve the public health emergency plan (nuclear and radiological emergency plan ) and procedure, increase funding for emergency and drag reserves, and strength the evaluation of occupational disease hazard and quality control of radiological diagnosis and treatment equipments.
