| 摘 要： | 从脆弱性概念,医院灾害脆弱性内涵及医患纠纷脆弱性面临的问题等方面,具体阐述了医院灾害脆弱性分析。基于医院灾害脆弱性,保证医疗环境安全,必须从做好医院脆弱性的加固性安全管理,协调化解、防范联动三方面着力,具体对策包括：认真应对患者投诉,定期梳理患者纠纷,建立专职调解员或＂谈判专家＂工作机制;加强防范,院内院外联动。

| Abstract: | In this paper , hospital disaster vulnerability was analyzed from the concept of vulnerability, the connotation of the hospital disaster vulnerability and the problems of doctor - patient disputes vulnerability, and so forth. Based on hospital disaster vulnerability, in order to ensure the safety of medical environment, it should focus on three aspects： do the hospital disaster vulnerability of inforcement and safe management, coordination, prevent cooperation. The specific measures include ： seriously dealing with complaints, examing patients disputes on a regular time, establishing the full - time mediator or ＂negotiator＂ working mechanism ; to strengthen prevention, hospital cooperation; establishing primary, secondary, tertiary early warning mechanism and implementation plans. |
