Probe into system reform of township hospital

The system reform of township hospital must start with the conversion of functions of county health bureau from organizing health work to managing it, only with the power of appointing president of township hospital, formulating goal of health work and appraising the result, and delegating other power down to the lower levels. The internal reform of township hospital mainly aims to clarify the definition of ownership, establish the right of legal person, improve the mechanism of supervision and control, and make the employees the owners of the hospital. Results:The township hospital should become an entity jointly owned by state and staffs, which should develop the gross-root health service while performing the public health work appointed by the government. The staffs as both operators and managers for the hospital should have the power to choose the membership of committee for the hospital and Supervisory Board and monitor the work of the Committee, in an effort to ensure the preserving and increasing of state-owned assets and foster the development of township hospital.
