河南省结核病控制人力资源评价分析

目的掌握河南省结核病控制人力资源数量和质量情况,评价其配置合理性。方法利用《河南省世行贷款英国赠款结核病控制项目终期评估》数据及2002～2009年结核病监测与评价资料进行分析。结果 2009年,河南省结核病控制专职人员1641人,兼职人员605人。从2002年到2009年,8年内专职人员增长速度为3.6%。全省结核病控制人员学历以大专与中专为主,占70.8%;职称以初级为主,占46.9%。河南省千人口结控人员率为0.016人/千人。结论河南省结核病控制人力资源数量不能满足需求,人力资源质量有待提高。

Evaluation on the human resource of TB control in Henan analysis

OBJECTIVE To evaluate the quantity and quality of human resource for TB control in Henan,and evaluate the rationality. METHODS The data of Final-term Evaluation on WB/DIFD China TB Control Program of Henan,Annual Evaluation on TB Control in Henan in 2002-2009 and routine data for monitoring and evaluating were collected and analyzed. RESULTS By 2009,there were 1 641 full-time and 605 part-time staff in TB institutes in Henan. From 2002 to 2009,the annual average increasing rate of full-time staff was 3.6%. 70.8% of the staff owned degrees of junior college and technical school. The staff owing the primary titles accounted for 46.9%. The TB control staff per thousand people was 0.016. CONCLUSION The quantity of human resource for TB control in Henan can not meet the need and the quality is needed to improve.
