| 摘 要： | 通过对我国城市2003年医院和社区卫生服务机构的卫生资源利用效率比较分析,发现城市社区卫生服务的卫生资源利用效率远高于医院.因此,政府应该改变资源配置方向,加大对社区卫生服务的投入,实现卫生资源的优化配置与利用. |

| Abstract: | Through the comparison analsis of the efficiency of health resources utilization of urban hospitals and community health service institutions in 2003,it showed the latter is much better than the former.Therefore,the government should change the orientation of resource allocation,pay higher attention to community health service and achieve the optimal resource allocation and utilization. |
