坚持以城乡基层为重点努力实现人人享有基本医疗卫生服务目标

近年来,人民群众反映比较强烈的看病难看病贵问题是各方面矛盾的综合反映,江苏省委省政府高度关注民生,不断加大对城乡基层卫生工作的领导和政策支持力度,全省新型农村合作医疗人口参合率和以街道为单位社区卫生服务中心覆盖率均达95%。但是,农村和城市基层医疗卫生机构基础条件薄弱、人才缺乏的问题仍然十分突出。当前和今后一个时期,全省卫生工作的重中之重就是按照党的十七大明确的"加强农村三级卫生服务网络和城市社区卫生服务体系建设"的要求,全面加强城乡基层卫生工作。总体上分三步走:第一步,把城乡基层医疗卫生机构网络建好,消灭空白点,并着力改善条件、提高水平,增强对群众的吸引力。第二步,要改革城乡基层卫生机构经济运行机制,主要是实行收支两条线管理,规范服务行为,提高工作效率。第三步,在前面工作的基础上,随着政府对卫生事业投入的加大,逐步实行免费提供公共卫生服务,低收费提供基本医疗服务,实现人人享有基本医疗卫生服务目标。

Put Stress on the Urban and Rural Grassroots, Strive to Realize the Goal of Primary Healthcare for All

The difficult access to and expensive medical service widely complained by the general public in recent years are a comprehensive reflection of various contradictions.The CPC Jiangsu Committee and Jiangsu Province Government have attached great importance to the people's livelihood and constantly enhanced leadership over and policy support to urban rural grassroots health services.As a result,the population participation rate in the new type rural cooperative medical scheme and the coverage of community health service centers in the urban areas has all reached 95% in the whole province.However,the weak and insufficient infrastructure and lack of qualified medical personnel in the urban and rural grassroots hospitals and other medical institutions remain a big problem.Hence,the focal task in health service of the province is to strengthen,in an all roun way,the health services in the urban ans rural grassroots in line with the requirements defined by the CPC 17th National Conference held recently,i.e."strengthening the construction of rural health service network and urban community health service system".The job will be done in three steps:The first step is to build well the network of urban and rural grassroots meidcal and health service institutions,with no blank spots.Further efforts will be made to improve the infrastructure and service quality so as to have stronger appeal to the people;The second step is to reform the economical operation mechanism of the urban and rural grassroots medical and health institutions,mainly to administer separately the income and expenditure,standardize action and raise working efficiency;The third step is,on the basis of the previous steps and with the increase of the government's inputs to the health services,to offer public health services free of charge,to provide primary medical services at low charge and finally to realize the goal of primary healthcare for all.
