江苏省县级疾病预防控制机构经济状况分析及建议

目的以江苏省17个不同经济水平的县级疾病预防控制中心现状调查结果为基础,对其资产负债和经费收支进行分析,找出在运营和经费补偿方面存在的问题,并提出相应的对策。方法理论文献研究法、定量调查分析法。结果在调查的地区,县级疾病预防控制机构均存在以下几个问题:政府对这些机构投入不足,不能保证基本人员经费支出;经费主要来源于有偿服务收入,补偿机制不合理;财政投入地区间不平衡,苏南苏北差距明显。结论针对存在的问题,提出相应对策:以公共服务产业理论为指导,加大政府对疾病控制机构的投入;优先保证疾病控制机构的经费投入,健全疾病控制机构补偿机制;合理分配省级财政资源,提高不同经济水平地区人群基本公共卫生服务的公平性。
