医院重组与委托管理改革模式的理论分析

摘    要:通过介绍医院重组与委托管理改革中关于资源整合相关概念与理论基础,提出了资源整合改革中应当遵循的五大原则,即医疗卫生资源合理配置原则、公平与效率适度均衡原则、政府主导与市场机制相结合原则、医疗管理法制化原则、经营方式多样化原则。认为实施医院间的重组及委托管理是一个复杂而漫长的过程,不能仅将其理解为一个简单的管理问题。

Theoretic analysis of hospital reorganization and trusteeship reform

Abstract:The concepts and theoretic foundation of resources integration in reform of hospital reorganization and trusteeship are introduced. Five principles that should be observed during the reform, including rational distribution of medical resources, balance between fairness and efficiency, governmental leading and marketing mechanism, legislation of medical administration and diversified operation are discussed. Hospital reorganization and trusteeship will have a long and complicated way, which can not be only seen as a simple management problem.
