基于协同管理机制的防护物资应急储备应对策略

目的:探讨基于协同管理机制的防护物资应急储备的应对策略。方法:梳理防护物资管理在新型冠状病毒肺炎(COVID-19)疫情防控中的难点和存在的问题,构建防护物资应急储备协同管理框架,采用内部战略协同、目标计划和标准的管用协同、内外联动协同、供采协同、社会职能协同、医联体协同以及信息协同等管理手段,提出应急储备管理应对策略。结果:启动协同管理机制防护物资应急储备管理模式后,防护物资应急储备管理及使用需求管控效果显著,仅医用外科口罩领用量与在岗人员数占比从3.52%降至1.94%,降幅为44.89%,符合医用外科口罩的发放标准。防疫物资应急储备能力整体提高31.30%。结论:运用协同管理机制科学、有序地组织和协调各种可用疫情防护资源,可确保医用防护物资的有序采购和供应。

The countermeasure strategy of emergency storage of protective materials based on coordinated management mechanism

Objective:To explore the countermeasure strategy of emergency storage of protective materials based on coordinated management mechanism.Methods:The difficulties and existing problems of the management of protective materials in the prevention and control of Coronavirus Disease 2019(COVID-19)pandemic were sorted,and a coordinated management framework of emergency storage of protective materials was constructed.The internal strategic coordination,effective coordination of target plan and standard,coordination of inside and outside interconnection,coordination of supplement and purchase,coordination of social function,coordination of conjoined medicines,information coordination and others were adopted to propose the countermeasure strategy of emergency storage management.Results:After the mode of emergency storage management of protective materials under the collaborative management mechanism was initiated,the management of emergency storage and the effects of management and control of usage requirement in protective materials were significant.Just the ratio of using amount of surgical masks and the personnel number on duty has decreased from 3.52%to 1.94%,and the decreasing amplitude was 44.89%which met the distribution standard of surgical mask.The emergency storage capacity of anti-pandemic materials was overall increased 31.30%.Conclusion:The application of coordinated management mechanism science,which can orderly organize and coordinate various of available protective materials for pandemic,can ensure the orderly procurement and supply of medical protective materials.
