| 摘 要： | 针对医疗卫生体制改革与医疗保险制度改革的互动关系进行了系统研究，提出两项改革的关系是，目标一致、机制互补、程序交错、效应互动。同时，针对医院分类管理、医疗体系重构、医药分别管理、药品集中招标采购、总量控制等改革互动的焦点，深入分析了两项改革的相互影响及需要解决的有关问题。

| Abstract: | ; Better mutual coordination of medical services and health insurance in their reform goals , shape, pace, and so-cioeconomic benefits contributes' towards: the institutions' classified and stratified management; economic and managerial separation of hospital and pharmacy; centralized purchase and total quantity control of drugs; all - directional, multi - layered, diversified, coordinated development of medical and insurance services; universal coverage of the resident population without distinction as to income or contribution; pluralistic and competitive market services facilitating client free choice as far as practical; utilization of the least number of and least expensive services necessary to produce the desired services benefits. |
