摘    要:由于传统计划经济形成的政府替代市场的土地审批定价模式存在,我国土地供给的市场机制并没有真正建立,市场在国家宏观调控下对土地资源配置起基础性作用的问题并没有解决,由此已经产生很大的诸如国有资产流失等经济外部性问题。目前改革的重点、难点应集中在审批定价和招标拍卖并存的双轨制方面。当前,为促进土地资源向土地资本转变,政府土地管理体制的改革首当其冲。要以土地供给市场化为核心来设计改革的突破口。

Abstract:Traditional planning economy observes that government, through the land- approval procedure, rather than market fix the price of land. Moreover at present market system for land supply has not been established soundly; market cannot exercise its function to determine the land resources under the macro - regulation of Chinese government. All of these result in a lot of economic problems such as the drainage of state - owned assets. It can be reach this conclusion that is to lay the stress of reform on the systems of fixing prices of land and of bid auction. In order to stimulate the transformation from land resources to land capital, the reform for land management system therefore becomes the primary task for government. And the core of land reform is to establish the market for land supply.
