| 摘 要： | 本文首先对群众看病贵、看病难的问题进行了分析，然后对解决群众看病贵、看病难问题的方法进行了探讨，认为以三级甲等医院为龙头，整合区域医疗资源，构建高水平的新型三级医疗网络，实行分级医疗、双向转诊，提高社区医疗卫生服务水平是解决群众看病贵、看病难问题的有效途径。

| Abstract: | The paper firstly analyzed the problems of people to see doctors expensively and hardly. Then it diseussedon how to solve the problems. It thought that the third-grade hospitals should take a lead to redistribute the district medical resources, to estabfish new type three-grade medical system, to carry out grade medical treatment, and two-way transferring for medical treatment which improved the district medical service level, and it is a good ways to solve the problems of people to see doctors expensively and hardly. |
