重庆市122家公立医院护理人力资源调查与分析

摘    要:目的:了解重庆市122家公立医院护理人力资源现状,为卫生行政部门制定政策提供依据。方法:采取自制调查表对122家公立医院以无记名的方式进行调查。结果:护士占卫生技术人员的52.12%,其中非护理岗位占4.76%,两者相减未达到卫生部颁布标准(50%);平均床护比为1:0.55,未达到卫生部颁布标准(1:0.60)。护士结构中学历以大专及其以上为主(占75.69%),职称以初级为主(占81.88%),工作年限以5年以内为主(占50.79%),年龄以20~29岁为主(占60.47%),编制外护士占64.26%;护士长以中级职称、大专及其以上学历、年龄30~49岁占多数;护理部主任以本科学历占多数,中、高级职称几乎各占一半,平均年龄42.52岁。护士流失率在5%以内的医院有66家(占54.10%),流失率在6%~10%的有40家(占32.79%)。结论:122家公立医院护士平均配置数量未达标,护士队伍以女性、大专及其以上学历、低职称、低年龄、编制外护士占多数为主要特征,应加以改善和提高。

Investigation and analysis on human resources of 122 hospitals in Chongqing

Abstract:Objective:By investigating on the human resources situation of the 122 public hospitals in Chongqing,to lay foundation for the health administrations to set up regulations.Methods:Anonymous investigations were conducted in the 122 public hospitals.Results:Nurses take a percentage of 52.12% of all the medical staff;non-nursing position takes a percentage of 4.76%,which means the result fails to meet the announced standard(50%).The rate of hospital bed vs nurse is 1:0.55,which fails to meet the announced standard (1:0.60).Nurses with associate degree take 75.69% of all the nurses;nurses with junior professional titles take 81.88%;nurses with no more than 5 years’ working experience take 50.79%;and nurses between the age of 20~29 years take 60.47%.Nurses with no official headcounts take 64.26% percentage.Most of the head nurses are between 30~49 years old,with above associate degree education and with intermediate professional titles.Directors of the nursing departments are usually with bachelor degree and an average age of 42.52 years old.Half of the directors take senior professional titles while the other half take intermediate titles.Sixty-six hospitals have a turnover rate of no more than 5%,and it takes 54.10% of all the 122 hospitals;40 hospitals have a turnover rate between 6%~10%,and it takes 32.79%.Conclusion:The rate of nurse VS ward bed of all the 122 hospitals fails to meet the announced standard.Most of the nurses are female with younger ages,with above associate degree,junior professional titles and no official headcounts,which should be improved in coming years.
