| 摘 要： | 在收入平均数法和基数法两各贫困测量技术基础上建立了风险临界线指标，这一指标回答了医疗费用支付超过多少金额将沧为贫困人嫩这个关键问题，并将其运用于风险测量之中，以科学地确定因病致贫问题的严重程度，同时作为预测、评价保险方案解决因病致贫问题能力的标准。

| Abstract: | This paper erects the criterion for definition of catastrophic threshold based on the measurement of poverty and practical condition in rural area.This criterion could present the marginal line for poverty under economic disease burden. And when it is put into the measurement of economic risk for medical service of,the definition of catastrophic threshold could also evaluate a medical insurance scheme's ability to solve the social phenomenon of impoverished rural residences from sickness |
