| 摘 要： | 目的:为国家基本药物制度的顺利实施提供参考。方法:以基本药物"准公共产品"的特殊属性为切入点,从公共经济学角度分析基本药物市场供给的均衡问题。结果:基本药物市场的脆弱性从根本上是由于基本药物准公共产品的定位与市场化的供应链缺乏协调一致的衔接机制造成的。结论:政府作为公共部门应采取措施对基本药物的供应予以保障,并结合市场化运行机制实现基本药物的生产流通。

| Abstract: | OBJECTIVE: To provide reference for the implementation of National Essential Drugs System in China. METHODS: The report took the special property (Quasi-Public Goods) of essential drugs as starting point, and discussed the problem of supply balance of essential drugs market. RESULTS: The vulnerability of essential drugs market mainly results from the lacking of cohesive mechanism of Quasi-Public Goods allocation and market-supply chain.
