基于国外经验的基本药物可获得性和可及性探讨

目的:为我国基本药物制度的顺利实施提供参考。方法:分析国外关于基本药物可获得性和可及性的经验,阐述影响我国基本药物可获得性和可及性的障碍,提出解决方案。结果:影响我国基本药物可获得性的主要原因是基本药物的生产、流通、使用领域的逐利倾向与基本药物利润微薄之间的矛盾;而影响基本药物可及性的主要因素有公众对基本药物认识不够,基本药物目录的非主导地位,部分患者的收入低下等。结论:建议以政府为主导理顺基本药物供应链上的利益矛盾;积极推广并强化基本药物制度;增加政府补贴以增强低收入患者对基本药物的可及性。
