江苏省海安县新型农村合作医疗的吸引排斥因素分析

新型农村合作医疗的出台符合农民自身的需要，加上有效的宣传动员机制，新型农村合作医疗达到了较高的参与率。然而，由于国家政策目标与农民目标之间存在着不一致性、新型农村合作医疗对乡村医生的忽视以及农民独特的对国家政策的不理解、不支持等行为构成了农民参与新型农村合作医疗的排斥因素。新型农村合作医疗的持续发展需要维持较高的参与率，因此，实施强制性合作医疗是化解逆向选择的唯一办法。

Analysis on the factors of receivability and non-receivability to join the Newly Rural Cooperative Health Insurance System in Hai'an County, Jiangsu Province

The launch and operation of the Newly Rural Cooperative Health Insurance System (NRCHIS) satisfy the need of rural people, and additionally with the active propaganda and advocacy, the participation rate is relatively high. However, some other factors, involving the inconsistency of the goal between the state and individuality, no involvement of rural doctors and the distinct opposition behavior among the part rural people contribute to the non-receivability of joining the System. The sustainable development of NRCHIS needs a high attending rate and so the compulsory policy to attend it should be the only resolution.
