| 摘 要： | 目的 构筑满足上海市市民多层次医疗卫生需求，同时具有中国特色、时代特征、上海特点的卫生服务体系。方法采用现况调查、时间序列方法和专家访谈。结果现况研究发现现有的社区卫生服务机构基本能满足需求，但按照卫生部要求，上海市还要增加16个中心，中心相应的设备和经费都要按照要求增加。结论上海市社区卫生服务机构建设总体情况较好，基本能满足社区居民的卫生服务需求。上海市社区卫生服务利用较高，要进一步加强利用率的提高，同时要注意机构的充分和合理配置。最后按照卫生部的要求和上海市发展趋势进行了配置的规划。

| Abstract: | Objective To construct an ideal medicine system with Chinese and Shanghai characteristic and the characters of the times. Methods The investigation on current condition, time series method and expert interviews were applied in this study. Results The current organizations can basically meet the demand of community health service, but 16 community health service centers with its necessary equipments and budget should he installed according to the requesting of Ministry of Health in future. Conclusion Total developments circumstance of community health service in Shanghai City is good, and health service can basically satisfy the hygiene service of the community resident. More attentions should he paid on increasing the utilization rate of community health service and allocating rationally the service setup according to the requirement of Ministry of Health and the development trend of Shanghai City. |
