SARS战役后关于公共卫生的几点哲学思考

文章从哲学与世界医学发展历史的角度简述了公共卫生的历史渊源、医学观的变化发展与辩证认识，阐明了公共卫生建设的重要性，并部分有鉴于SARS战役，就如何构筑完备、精妙并动态发展的公共卫生体系、尤危机应对系统，就政府于公共卫生事业建设的责任与实践中的理性途径、实现公共卫生目的的影响因素等有关公共卫生的问题，从哲学层面论述了若干思考与认识．以探讨我国公共卫生建设的一些新思路。

Philosophical Thoughts about Public Hygiene after SARS Campaign

From the viewpoint of philosophy and world's medical history, this article states concisely the historical origins of public hygiene and improvement or dialectical understanding of medical concept, so as to expound the importance of construction for the public health. Moreover, in view of the SARS campaign partly, this paper discusses the following questions about the public hygiene from the philosophical angle of view: How should we build a perfect , exquisite and developing system of public hygiene, especially the system for crisis? What are the responsibility of our government for the construction of public hygiene and the wise pathways in practice? What factors will influence the course of realizing our purpose of public hygiene? Through discussing these questions, this article try to provide some new ideas for the construction of public health in China.
