农村乡镇卫生院产权制度改革探讨

目前农村乡镇卫生院产权制度改革的主要形式有股份合作制、拍卖转让、租赁经营等,其中前两种形式达到了转换经营机制、增强服务功能、提高效率的目标、但也存在一些问题。因此,必须在实践中积极探索卫生院产权制度和多元化,对向农村医疗服务投资的私人资本要给予优惠政策,积极倡导卫生院“公有民营”的试点,同时,要处理好政府与市场的作用。

Discussion on property right system reform in rural township hospitals

At present, the main forms of property right system reform in rural township hospitals are share cooperation, auction or transfer, and lease management. Although the former two forms have reached goals of management mechanism transfer, service enhancement, and efficiency raise, some problems still exist. So, plurality of property right system of township hospitals should be actively explored in practice. Private investments on rural medical service should be given preferential policies. Experiments in township hospitals according to the principle of "Owned by the state and run by the local people" should be actively encouraged. Meanwhile, the interaction between government with market also should be well treated.
