上海县卫生事业费的现状分析

对上海县1981～1990年的卫生事业费占国民生产总值从13.23％～8.83％,人均享有卫生事业费从5.1～19.0元等资料进行分析,从而看到近10年内卫生事业费的变化情况。

THE STUDY OF HEALTH COSTS IN SHANGHAI COUNTY

The analysis was made on the health funds of Shanghai County. There has been a great development in Shanghai County economy during the ten-year period of 1980~1990, the annual GNP have been, increased by 3.38 fold, from 461 to 1098 million yuan, from 1981-1990 but the government subsides to health care only increased by 1.7 fold. From 2.91 billion to 7.91 billion the percentage of health expenditure to in GNP has dropped from 0.63% to 0.40, the percentage of health expenditure in government budget from 13.23 to 8.83%, the health expenditure per capital has grown up from 5.10 yuan to 18.96 yuan, increased by 2.8 fold. The social health expenditure is collected from four sources: Government subsides, factories and enterprises in county and township level, collective funds in township and village level and out-of-pocket payment, from 1985 to 1990, the total proportion of four channels and 23.26.%, 7.91%, 40.75% and 18.08% respectively. At the same period, the health expenditure per capital has been increased from 46.26 yuan to 104.90 yuan (520.8). During 1981-1990 period, the proportion of government health subsides distribution between county and township level was 2.14:1, during the ten years the total government health subsides was 3,400 million yuan, of them, 82.97% (about 3.681 billion yuan) has been located in medical care sector, 13.44% in preventive sector and 3.59% in maternal and child health sector.Comment was made based on the mentioned condition: In the next few years. Great effort is required to increase the proportion budget to at least 10%. To health care system readjusting the health funds distribution policy within the health system, the health funds should be shifted more from, medical care to preventive services sector.
