基于平衡计分卡的军队医院能力体系构建初探

加强能力建设是军队医院建设发展过程中需要回答的核心问题。本文在对平衡计分卡作简要介绍和相关背景进行分析的基础上，借鉴平衡计分卡的思想，以使命为逻辑起点，以战略为内核，从服务保障能力、内部管理能力、学习成长能力、财务能力四个维度，构建了军队医院能力体系的理论模型，分析了模型各要素的内在联系，并分析了模型的平衡性、系统性、因果性、可操作性等特点。

Construction of Capability System Based on Balanced Scorecard in A Military Hospital

To improve hospital capacity is the core issue for military hospital development.After a brief introduction of Balanced Scorecard(BSC),the author elaborated a theoretical model of hospital capacity system which took missions as logistic jumping-off point and looked strategy as core from four perspectives including capacity of service,internal management,learning and growth and finance.Meanwhile,the relationship between elements of the system and the features were also discussed.
