基于目标管理理论的基层医院党建工作建设实践与思考

目的:以南京医科大学附属克州人民医院党建工作实践为例,运用目标管理理论梳理、探索基层党建工作思路和方式,推动医院高质量发展。方法:通过专家访谈、实地调研,对近3年党建工作进行分析。结果:南京医科大学附属克州人民医院地处祖国边境,以党建工作推动各民族团结发展、推动医院高质量发展是其工作的着力点。医院在构筑生命堡垒的同时,还承担起民族团结、守边护边、扶贫助难等工作,从管理、制度、文化、宣教、惠民项目建设等多方面加强党的建设,促进民族共同体意识有效落地。结论:基层医院在党建工作中以实战累积经验,取得了一定成效,但是在借助互联网技术、内容创新方面还需不断提升党建内涵。

Practice and thinking of Party building work construction in the grassroots level hospitals based on objective management theory

Objective: To take the practice of Party construction in Kezhou People’s hospital of Xinjiang as an example, to sort out and explore the thoughts and methods of Party construction at the grass-roots level with the theory of management by objectives, and to promote the high-quality development of the hospital. Methods:Through expert interviews and field investigation, the Party construction work in the past three years was quantitatively analyzed. Results: Kezhou People’s Hospital is located on the border of the motherland, and the focus of its work is to promote the unity and development of all ethnic groups and to promote the high quality of the hospital. In addition to building a fortress of life, the hospital also undertakes the work of ethnic unity, border protection, targeted poverty alleviation, and visiting and benefiting parties. It strengthens the Party building from management, system, culture, propaganda and education, and the construction of projects benefiting the people, so as to promote the effective implementation of the consciousness of the ethnic community. Conclusion: Basic hospitals have accumulated experience in Party construction through actual combat and achieved certain results. However, the connotation of Party construction needs to be continuously improved in terms of Internet technology and content innovation.
