市场环境下医疗卫生体制改革政策的伦理学思考

政策的合理性、公正性、正当性和社会性等问题，是判断医疗卫生体制改革政策绩效的伦理学指标。我国医疗卫生体制改革政策，既促进了医疗卫生事业的发展，又存在着不容忽视的体制、机制性问题，诸如医疗服务供给中的利益化倾向、政策的协调性与配套措施不力、政府定位不够准确和干预效果不好等。重构医疗卫生体制改革政策的伦理学目标在于，创新医疗卫生体制与机制、合理配置医疗卫生资源、完善医疗保障体系和优化医疗服务供给模式。

Ethical Consideration on Reformation Policies of Health Care System in Market Economy

Rationality, impartiality, justness and sociality of policies are criterions to estimate the performance of medical service system reformation. Reformation policies of health care system in our country promote its development, but also have some systematic problems that cannot be ignored. Such as benefit tendency in medical service providing, discord policies, unefficient cooperative measure and so on. The ethical target of reconstruct health care reformation policies is to innovate on health care system, to allocate health care resource reasonably, to consummate medical treatment system and to optimize providing mode of medical service.
