日本政府定价制度下的药品交易惯例

由于日本实行全民医疗保险,未纳入医疗保险目录的药品不能报销,市场销售量很小,故日本几乎所有的药品均纳入了医疗保险目录,实行政府定价。在政府设定了药品价格的情况下,药品流通市场的交易主体为了获得更大利润,在长期交易过程中形成了许多交易惯例。本文通过对日本几种典型的药品交易惯例进行分析研究,了解其对药价及药品流通市场的影响,并希望对我国的医疗制度改革提供借鉴意义。

ON JAPANESE DRUGS TRADE PRACTICES UNDER THE SYSTEM OF GOVERNMENT PRICING

Due to the implementation of a national health insurance in Japan, expenses of drugs cannot be reimbursed if they are not included in the medical insurance so to induce a small market sale. Almost all drugs in Japan are included in the medical insurance and under government pricing. In order to obtain greater profits in the long -term deal, main body in pharmaceutical circulation have formed a number of trade practices. The paper analyzed several typical trade practices in Japan and find out its influence on drugs and drug prices in the market. We hope that it may provide reference to the reform of health care system in our country.
