| 摘 要： | 公立医院作为政府举办的非盈利性医院，是为社会公众利益服务而设立和运营的，承担着为人民提供基本医疗服务和公共卫生服务的社会责任。坚持公共医疗卫生公益性是十分必要的，政府应当从政策、制度、规则上为公立医院提供实现公益性的条件。

| Abstract: | Public hospitals are government-run and non-profit institutes which serve for the interest of social public,and bear on the responsibilities to provide basic medical services and public health services for the people.It should be necessary for public hospitals to adhere to the public welfare in medical and health services.Therefore,the government should make up some policies,systems and rules for the realization of commonweal in public hospitals. |
