公立医院治理机制改革的国际经验与启示

介绍了国际上公立医院治理机制改革的主要做法,即自主化、公司化和民营化。分析了治理机制改革的主要特点,即转变政府职能、合理划分政府与公立医院权责关系;以法人治理形式,实现公立医院所有权、决策权和经营自主权分开;组建代表政府履行出资人职责的办医主体,由多方利益相关者共同参与;组建医院集团,整合医疗资源。提出对推进当前我国公立医院治理机制改革的几点启示：公立医院治理机制改革模式的选择受政治、经济、社会环境及政府治理能力的影响,但公法人治理更适合公立医院的本质特征;建立清晰的治理结构链条,形成有效的多方权力制衡机制;加大公立医院经营自主权的同时,也要加强政府及其出资人代表的监管和评价职能;谨慎对待公立医院产权制度改革。
