摘    要:建立人力资源三支柱管理体系是提升组织能力,支撑战略落地的重要人力资源管理变革举措。本研究从公立医院人力资源体系现状出发,分析了医院人力资源管理三支柱管理体系建立的关键,讨论了一线或临床科室引入人力资源业务伙伴的必要性,设计了人力资源业务伙伴引入的可行途径,为完善公立医院人力资源管理体系提供了新思路。

Abstract:The establishment of the three-pillar management system of human resources is an important human resource management reform measure to enhance organizational capacity and support the implementation of strategic initiatives. Based on the current situation of human resources system in public hospitals, the study analyzed the key issues to the establishment of the three-pillars of human resource management system in hospitals, discussed the necessity of introducing human resources business partners in the clinical departments, and designed the feasible ways to introduce human resources business partners, which provided new ideas for improving the human resources management system in public hospitals.
