公立医院绩效薪酬分配方法演进研究

摘    要:目的梳理并分析公立医院绩效薪酬分配方法的演进过程,为公立医院绩效薪酬改革提供参考。方法运用文献分析法和政策分析法,剖析公立医院内部绩效考核与分配方法。结果经济导向的绩效考核模式存在追逐经济利益倾向;KPI与BSC虽然可以根据考核要求设置具体指标,但指标取数困难,容易机械化;以工作量为基础的综合绩效考核模式备受欢迎。结论RBRVS与DRGs组合,综合考虑了工作数量与工作质量,逐渐成为医院绩效管理新方向。公立医院需根据自身发展阶段与需求,选择适宜的绩效分配模式。

Abstract:ObjectiveTo analyze the evolution process of performance salary distribution method in public hospitals to provide reference for reform of performance salary in public hospitals. MethodsThe literature analysis and policy analysis were used to analyze the methods of internal performance appraisal and distribution in public hospitals.ResultsThere was a tendency to pursue economic interests in the economy-oriented performance appraisal model. The KPI and BSC can set specific indicators according to the assessment requirements, but it was difficult to take indicators and easy to mechanization. Workload-based comprehensive performance appraisal model was popular.Conclusion The performance model combining RBRVS and DRGs takes into account the evaluation of workload and the quality of work, and is becoming a new trend of performance management in public hospitals. Public hospitals should select appropriate performance distribution methods based on their own development stage and needs.
