摘    要:目的]探讨有效的食品卫生安全监督管理模式。方法]采用公共卫生管理学及预防医学方法。结果]以食品风险度评价模型为基础,以企业自律为核心,实施食品卫生监督量化分级管理。充分发挥行业协会的作用,采用先纵后横,和先横后纵两种逻辑方向相结合的立体方式推进,实施“企业自评—监督所现场指导—企业整改—专家定级”的扶持指导评审模式。策划与构思卫生监督量化分级管理风险度与水平控制、标准细化及实施效果评价模式等问题。结论]食品卫生监督量化分级管理是适合我国国情的管理模式。

Abstract:Objective: probing into the effective implementing management mode of food hygiene surveillance, Methods: applying the science of public health management and preventive medicine. Result: taking assessment mode of food hazard degree as the basis, the self-disciplinary as a core to implement the quantified and classified management of food hygiene. Bringing into play the role of guild, and taking the solid method, which one logic sequence is from vertical to horizontal; another is from horizontal to vertical. The mode of assessment is self-evaluationspot instructionenterprise rectificationclassified by exports. Planning and conceiving the hazard degree of quantified and classified hygiene surveillance, control of standard, standardization, and assessment mode of implementing effect. Conclusion: quantified and classified food hygiene surveillance management is a mode of management, which is suit to the situation of our country.
