基于区域卫生信息平台的医疗服务监管平台设计与应用

医疗服务是医院生存与发展的基础,是医院发展的决定性因素。本文以上海市闸北区为案例,阐述了如何以监控指标为基础、以监控规则为核心、以系统功能为手段,建设医疗服务监管系统,利用信息技术手段,从海量数据中筛查出可能的违规行为,提升医疗服务监管水平,促进事后监管向事前、事中监管转变,正确指引医生进行合理医疗,有效阻止医疗问题发生,对提升医疗服务质量、保障患者的就医安全具有重要意义。

Design and Application of Medical Service Supervision Platform Based on Regional Health Information Platform

The medical service, which is a decisive factor in the development of hospital, is the basis for the survival and development of hospitals. In this paper, Zhabei District of Shanghai was used as the case to elaborate how to construct a medical service and supervision system with monitoring indicators based on rule as the core, the system function as the means. Through the use of information technology means, screen out the possible violations from mass data, to enhance the level of service supervision of medical supervision and promote the preventive supervision, to provide correct guidance of reasonable medical treatment for doctors and avoid medical malpractice effectively. It is of great significance to improve medical service quality, security patients＇safety.
