医改背景下的公立医院药价形成机制探讨

目的：探讨改善我国公立医院药品价格形成机制。方法：通过借鉴先进国家或地区的经验,结合以省为基础的集中招标采购实践,从经济有效性角度就工作重点、组织机构设立、招标方法的改进、控制药品费用的措施等方面进行分析。结果与结论：提出应按经济学中的80/20法则抓大放小,分级管理,第三方制约,联网监控等建议,以期建立科学完善的药品价格形成机制,逐步消除虚高药价,使公立医院的药品价格趋于合理。

Discussion on Formation Mechanism of Drug Price in Public Hospital under Medical Reform in China

Objective： To explore the improvement of formation mechanism of drug price in public hospitals of China . Methods： Drug price formation mechanism was discussed based on the experiences of advanced countries or regions , combining with centralized bidding and purchasing practices at province basis . From the point of view of economic effectiveness , analysis was made on working emphases , organization establishment , the improvement of bidding method and the measures for drug cost control . Results and Conclusion： Suggestions were put forward such as using rough mechanisms according to 80/20 principle in economics , classification management , the third party restriction and network surveillance , etc . so as to establish a scientific and perfect formation mechanism of drug price , gradually eliminate the unreasonably high price of medicine and make drug price reasonable in the public hospitals .
