基本药物制度推行中政府部门协调机制研究

国家基本药物制度是在国家大力推行新型医疗卫生改革的背景下,深化医药卫生体制改革五项重点工作之一。在其制定实施过程中涉及到卫生、财政、价格及人力资源和社会保障等多个部门,旨在探讨基本药物制度制定实施过程中各部门的协调机制,通过文献研究的方法根据传统行政机构间协调机制的经验,分析在我国基本药物制度制定实施过程中所存在和运用的协调机制的优点与不足,并结合国内外相关经验,对基本药物制度制定和实施中的协调机制提出建议。

The Mechanism of Coordination Between Government Departments of Essential Drugs System

The National Essential Drug System is one of the five key works about deepening medical health system reform under the background that our country is pushing new medical health reform vigorously.Many departments,such as hygienism,finance,price and HRSS(human resources and social secuity),are related in the process of establishment and implementation.The research aims to discuss the coordination mechanism between each department during the process of essential drug system’s formulation and fulfillment,analyse merits and demerits of the coordination mechanism in use depending on experiences of traditional administrative machinery’s coordination mechanism,and also make suggestions on the mechanism according with relevant domestic and international experiences.
