成都、沈阳2市项目区社区卫生服务提供变化分析

目的调查了解成都、沈阳2市项目区在UHPP项目实施4年过程中社区卫生服务提供的变化及原因。方法分析各级项目办有关文件、基线调查报告等现有资料,补充调查13家社区卫生服务机构服务提供等情况,市、区相关部门领导与卫生管理及业务人员66人深入访谈。结果经过4年项目的实施,成都、沈阳2市项目区的社区卫生服务“六位一体”功能基本形成,服务量整体上有了较大程度的提高。这和大环境政府支持、项目培训工作的开展有关。结论应进一步通过政策、经费投入、人员培训和规范管理来完善社区卫生服务功能,提高社区卫生服务的供给量。

Analysis on the Change of Community Health Service Supply in the Project Districts in Chengdu and Shenyang

OBJECTIVE To investigate the change of community health service supply in the project districts in Chengdu and Shenyang during the 4 years since project launched and analyze the reasons of that change. METHOD Analyzing relative materials collected by project offices of different level,baseline investigation reports and 66 individual interviews with relative stakeholders,questionnaire investigation of 13 community health service facilities on services supply. RESULT During the last 4 years,both Chengdu and Shenyang had formed the function of "six in one"(curative care,prevention,healthcare,health education,rehabilitation and family planning) of community health service and raised their service volume. Those changes were owed to support from government and the training provided by the UHPP. CONCLUSION Further measures on policy and fund,training of personnel and regulation of management should be taken to improve community health service function and raise service supply.
