我国卫生资源配置现状及均等化分析研究

摘要:目的　研究我国卫生资源配置和城乡、区域差异现状以及存在的问题，进而提出实现卫生资源公平合理配置的对策和建议。方法　从卫生资源配置的人力、物力、财力3个方面，运用泰尔指数分析城乡居民的卫生资源差距、洛伦兹曲线与基尼系数反映区域的卫生资源差距。结果　我国卫生资源配置从2004-2011年期间均等化程度有所提高，但人均卫生费用、政府支出不足，城乡及地区卫生资源均等化差异依然存在。结论　提高人均卫生资源占有量、提高政府支出的构成比重、打破城乡二元体制和地区分割、提高卫生资源利用效率。

Analysis of the current status and equalization of health resources allocation in China

Abstract: Objective The study aimed to investigate the allocation of health resources in China and the current urban-rural and regional differences, as well as the existing problems, so as to provide solutions and suggestions for the realization of fair and reasonable allocation of health resources. Methods The differences of health resources allocation in terms of human, material, and financial resources were analyzed by the Theil Index to assess the urban-rural differences and by the Lorenz curve and Gini coefficient to determine the regional differences. Results The level of equalization of health resources allocation in China had increased during 2004-2011. However, problems still existed in insufficient health expenses and government expenditures per capita and urban-rural and regional differences in healthy resources equalization. Conclusion Increasing the possession of healthy resources per capita and the constituent ratio of government expenditures, breaking the urban-rural dualism and regional segmentation, and improving the utilization efficiency of health resources are advised.
