| 摘 要： | 在跨境的服务贸易过程中，非贸易壁垒取代关税成为重要的贸易壁垒。在医疗服务领域中，面临着许可证、专利权和技术标准问题。作者讨论了医务人员的执业许可证、大型医疗设备进口许可证、远程医疗服务许可，以及药品专利和造成中医出口困难的技术标准问题。

| Abstract: | Non - trade barrier replaces tariff to be trade condition within cross - border service delivery. There is licence, patent and standard of technique in healthcare services delivery. The paper discusses practitioner licence of health workers, import licence of big medical equipment, telemedicine licence and drug patent, standard of technique obstructing Chinese Tradition Medicine export. |
