| 摘 要： | 从农村卫生服务体系和药品流通体制着手，对新农合的外部环境进行剖析。认为目前我国农村卫生服务体系不完善、农村药品流通体制不通畅，严重制约着新农合的健康有效运行。因此，对我国农村卫生服务体系和药品流通体制进行改革十分必要。

We thought that deficiency of those two systems had seriously hampered the development of New Rural Cooperative Medical System. So it is necessary to reform rural health service system and drug circulation system. |
