汕头陆运口岸输入性有毒有害物质风险评估及对策

目的通过对汕头陆运口岸进境车辆、货物的检验检疫情况进行评估，探索既符合全申报要求，又能达到有效把关与服务，防止有毒有害物质传入的方法。方法对2006—2007年经汕头陆运口岸进境的车辆及货物实施检验检疫监管，对截获有毒有害物质的情况进行评估。结果汕头陆运口岸进境车辆及货物申报数量逐年增长，申报车辆及货物达到100％全申报；输入性有毒有害物质呈增长态势，其主要来自中国香港、中国台湾、韩国、美国、菲律宾；发现问题数量最多的是几家日本、中国台湾三资企业。结论口岸检验检疫部门应实施全申报制度，在风险评估的基础上实施科学把关，不断提高现场查验和防范能力，严防有毒有害物质的输入。

Risk Evaluation and Strategy of the Import of the Deleterious and Mephitical Substances at Shantou Land-carriage Port.

Objective Through evaluating the inspection and quarantine status of the entry vehicles and cargoes through Shantou land-carriage port, explore measures of effectively management and service and prevent import of the deleterious and mephitical substances by entire declaration.Methods Implementing inspection and quarantine on the entry vehicles and cargoes through Shantou land-carriage port,evaluate the situation of the interception of the deleterious and mephitical substances during 2006-2007.Results The amount of entry vehicles and cargoes mounts up every year. Declaration of entry vehicles and cargoes has reached 100% ; A- long with the increase of the entry vehicles and cargoes,the number of the interception of the deleterious and mephitical substances detected within the entry vehicles and cargoes,mainly from Hongkong China,Taiwan China, Korea,the United States and Philippine are rising accordingly,especially several Japanese venture and Taiwan venture enterprises.Conclusion The investigation shows that the deleterious and mephitical substances brought in by the entry vehicles and cargoes through Shantou land-carriage port will threaten and pollute the environment.It is necessary for the entry-exit inspection and quarantine institutions at ports to actualize entire declaration,to explore measures of scientific management on the basis of risk evaluation,to enhance inspection to prevent the deleterious and mephitical substances from entering to our country.
