公共卫生硕士核心能力评价指标体系的构建及信效度检验

目的 构建公共卫生硕士核心能力评价指标体系并对其进行信效度检验，为我国公共卫生硕士的培养和评估提供有效的测评工具。方法 运用文献回顾法和专题小组讨论法构建专家咨询初始问卷，运用改良德尔菲法对指标进行2轮专家咨询形成公共卫生硕士核心能力评价指标体系，并以此为依据编制公共卫生硕士核心能力自评问卷，对250名在读公共卫生硕士进行问卷调查以检验该指标体系的信效度。结果 最终建立了由5项1级指标、15项2级指标及45项3级指标构成的公共卫生硕士核心能力评价指标体系；指标体系总体Cronbach’s α系数为0.973，信度较高；因子分析显示该指标体系的结构效度较好。结论 两轮专家咨询的积极系数、权威系数和协调系数均较高，构建的公共卫生硕士核心能力评价指标体系信效度较好，可为今后公共卫生硕士核心能力培养和评价提供方法参考和理论依据。

Construction and validation of the core competences evaluation index system for the master of public health

To construct the evaluation index system for core competences of the Master of Public Health(MPH)and test its reliability and validity, and provide an effective evaluation tool reference for the training and assessment of the MPH in China. Methods Establish a preliminary questionnaire for expert consultation by using literature review and focus group discussion, then carry out two rounds of expert consultations about indexes by means of the modified Delphi method to form the final core competence evaluation index system of the MPH. Then develop a core competence self-assessment questionnaire of the MPH, conduct a questionnaire survey among 250 MPHs to test its reliability and validity. Results The final evaluation index system is consisted of 5 first level indexes, 15 second level indexes and 45 third level indexes. The Cronbach’s alpha coefficient is 0.973, with high reliability, and the factor analysis shows that the structure validity of this index system is good. Conclusion The positive coefficient, authority coefficient and coordination coefficient of the two rounds of expert consultation are all high, and the evaluation index system for core competences of the MPH has good reliability and validity, which can provide method reference and theoretical basis for the core competence training and evaluation of MPH.
