基于政策工具的我国卫生信息化建设政策分析

目的 分析我国卫生信息化建设的政策工具应用及工具内部结构存在的问题，为卫生信息化建设相关政策的调整优化提供理论支持。方法 本研究采用Rothwell＆Zegveld 政策工具分类，对卫生信息化建设政策文件进行编码和频数统计分析。结果 本研究共收集42份我国中央政府颁布的卫生信息化建设相关政策文件，累计编码150条。卫生信息化建设政策综合运用了环境型、供给型和需求型三类政策工具，分别占68.0%、20.0%和12.0%。结论 我国卫生信息化建设政策以环境型政策工具为主，应加快供给型和需求型工具的制定，为卫生信息化建设提供动力。同时，需重视部门合作并细化政策条文，推动政策落实。

Policy of health information construction from the perspective of policy,China

To analyze the problems in application of policy tools and the internal structure of tools in healthinformation construction in China，and to provide theoretical support for the adjustment and optimization of policiesrelated tohealth information construction. Methods Ｒothwell and Zegveld policy tool was adopted to encode policy documents for healthinformation construction and analyze frequency statistics. Ｒesults 42 policy documents were collected and analyzed，with atotal of 150 codes. Among them，environmental policy tools werethe most widely used，accounting for 68. 0% ，followed bysupply － based policy tools，accounting for 20. 0% ，and demand － based policy tools werethe least used，accounting for only12. 0%. Conclusion The policy tools of health information construction in China are mainly environment － oriented，and theformulation of demand － based and supply － based policy tools should be accelerated to provide impetus for health informationconstruction. At the same time，more attention should be paid to departmental cooperation and refine the policy provisions topromote the implementation of the policy
