| 摘 要： | 中国古代不少王朝＂其兴也勃焉,其亡也忽焉＂,动乱衰亡,周而复始。每个王朝动乱衰亡的具体原因不一,但在体制方面则有共同之处。历代专制王朝存在几种不可克服的矛盾,即腐败的官僚体制与要求官吏清廉的矛盾;需要人才与人才受压抑的矛盾,需要任贤使能与任人唯亲的矛盾;乾纲独断的家长制与求谏纳谏、广开言路、集思广益的矛盾;从庶民到君主需要安全保障却又没有法律保障的矛盾。
