甘肃省妇幼保健机构卫生资源配置的公平性研究

目的:通过对妇幼保健机构卫生资源在甘肃省分布均衡性和公平性研究,以期为政府优化配置妇幼保健卫生资源提供政策依据。方法:利用网络直报收集2010年全省妇幼保健机构卫生资源数据,测算洛伦茨曲线和基尼系数。结果:甘肃省各市妇幼保健机构能够较好完成基本医疗服务和公共卫生服务,但服务质量存在差距,卫生资源人口分布的公平性要显著优于按地理分布的公平性。结论:甘肃省妇幼保健机构应在加大妇幼卫生资源投入的基础上,合理布局卫生资源密度,调高对经济落后地区尤其是少数民族地区卫生资源配置。

Study on the equity of health resources allocation of maternal and child health institutions in Gansu province

Objective:To provide a reference for optimizing maternal and child health resources allocation by the government through researching the balance and equity of health resources of maternal and child health institutions in Gansu province.Methods:The data of health resources of maternal and child health institutions in Gansu province in 2010 were collected by network reports to measure and calculate Lorenz curve and Gini coefficient.Results:The maternal and child health institutions in Gansu province accomplished the basic medical services and public health services,but there was a gap in the quality of services.The equity of population distribution was better than that of geographic distribution.Conclusion:On the basis of enhancing the investment in maternal and child health resources,the maternal and child health institutions in Gansu province should regulate the density of health resources and increase the allocation of health resources in undeveloped regions,especially in minority areas.
