| 摘 要： | 以突发公共卫生事件为研究对象,应用4R模式的思想,4R模式是一个涵盖事前控制、事中控制和事后控制的动态过程,符合危机发展的客观规律。在现有危机管理研究的基础上,根据突发公共卫生事件的基本特点,构建一个全面的突发公共卫生事件危机管理体系,基于4R模式对突发公共卫生事件进行危机管理的研究,旨在推动我国突发公共卫生事件危机管理水平的进一步提高。
