| 摘 要： | 建立科学合理的补偿机制对于保证新农合基金运行安全，促进制度可持续健康发展起着重要作用。近年来，学术界对新农合补偿模式、补偿方案测算、补偿效果评价等进行了有益探讨，并取得了不少研究成果。但对不同经济水平下适宜模式的选择、基金分割机制、保险因子和增长系数、农村流动人口补偿、二次补偿以及补偿方案评价机制等方面，还有待深入探讨。
