新医改框架引导下的公立医院公益性探析

[目的]在新医改框架引导下，积极探索以公益性为核心的公立医院改革途径。[方法]结合医疗改革工作现状对公立医院公益性标志进行分析探讨。[结果]公立医院是政府直接举办并向人民群众提供公益性、社会性医疗服务的载体，其所处的社会地位及其性质决定了公立医院的公益性，公立医院公益性的体现：医务人员是主体。公立医院通过强调服务宗旨、提高医疗水平、服务质量扣科研能力等方面来体现公立医院的公益性。[结论]公立医院改革必须坚持公益性质，政府承担保障公立医院公益性的责任是关键。坚持以公益性为核心，加强公立医院公益性绩效水平考核和监管是确保新医改的有效途径。
