医疗设备全生命周期经济管理问题研究

医疗设备涉及多个学科,研制周期长,使用范围窄,销量有限,价格高昂.目前一些大型医院医疗设备总值已经占到医院总资产的50%~70%,每年医疗设备采购额近亿元,使用维护成本上千万元,成为医院一项重要支出,进行医疗设备全生命周期经济管理势在必行.文章在深入调查济宁市一、二、三级公立医院医疗设备现状的基础上,结合多年医疗设备管理实践,从五个方面提出了大部分公立医院医疗设备全生命周期经济管理存在的主要问题.针对存在的问题,运用经济学的知识和规律,进行研究分析,提出新医改形势下医疗设备经济管理的思路和对策.通过医疗设备前期的市场调查研究,中期的运行管理,后期的报废更新和贯穿全程的成本效益分析及内部审计等全生命周期的经济管理,可以在经济资源有限的情况下,高效合理配置医疗设备,使其发挥最大作用,达到优化国有资产使用效率,降低医疗成本,缓解看病难看病贵,助推医院发展的目的.

Research on the Economic Management of Medical Equipment Full Life Cycle

Medical equipment which involves the knowledge of multiple disciplines is characterized by a long development cycle,a narrow range of application,limited sales and high prices.At present,the total value of medical equipment in some large hospitals has accounted for 50%~70%of the total assets of the hospital.The annual funds for purchasing medical equipment is nearly 100 million yuan,and the cost of using and maintaining medical equipment is more than 10 million yuan,which have become an important expenditure for these hospitals.Therefore,it is imperative to manage the full life cycle of medical equipment from a perspective of economics.Based on thorough investigation of the medical equipment’s current situation in Grade 1 to 3 public hospitals of Jining City and years of experience in medical equipment management practices,the author proposes the main problems in the economic management of medical equipment full life cycle in most public hospitals from five aspects.For existing problems,this paper uses the knowledge and laws of economics to conduct analysis,and put forward ideas and countermeasures for the economic management of medical equipment in the new medical reform situation.Through the economic management of medical equipment full life cycle including early market investigation of medical equipment,mid-term operation management,later period scrap and update,cost-benefit analysis and internal audit throughout the entire process,it is possible to configure medical equipment reasonably and effectively with limited economic resources,and achieve the purpose of optimizing the use efficiency of state-owned assets,reducing medical costs,alleviating medical difficulties and promoting the development of hospitals.
